The Staffs are supposed to be upgraded versions of the Wands and Rods that combine both abilities. However, the rod ends up being better because it has a faster attack speed. If anything, the staff should be better, not worse. If it's possible, the staff should attack at the same rate as the rod. If not, the staff should be made a 1-handed weapon (it looks better that way anyway) so that it is the same speed. Alternatively, the staff could have a higher probability of inducing a status effect. The simplest solution would just be to make the staff 1-handed.
