Wow, isn't this a bit much? There are quite a few well known alt-chars that people have also, that means they can't be caught playing them? What if they log in solely to roll and play with others and not necessarily for the benefit of themselves?
To me muling doesn't make a player "bad," in almost every other game having alt-chars is an acceptable practice that is by no means a bannable offense. If you take a look at JP server it's quite common also, and they are not "punished" in any way.

It may be to much but if player are having 100+ mules for themselves some measures need to be taken.

There's a difference between playing with an alt and making 100 mules. If you get on an alt to roll for a group for a little bit, I'm not going to worry about it. If you just like roleplaying a different character sometimes, I'm fine with that too. Like I said, I'm just going to handle it case by case, since it's a fine line.

u can check their time to make sure when they join this forum , like mine i joined in Sep. 2009 and u can also see how many posts they did i think its easy to find out if someone use 2 acc to join the event and they have to find out cuz its not fair for others...

How would you know if someone is participating on a contest with different characters? The IP is checked when the prizes are given in contests. So the prize-giver knows which IP matches other account's IP. The user may try to use another account (mule) but he/she will be detected. There was already two players who were detected with this case. Still, what's the sense of joining a contest with prizes when you'll just get disqualified and all?

But the person could enter with the character in another computer so the IP would be different.

Previous logins with the same computer would still be recorded on the log.

Lol. Who's he threatening Lol, so this is what happened. He claimed he was gonna start hacking accounts so I thought maybe I should talk to him. After questioning him, he told me he was going to start hacking people that scammed or attempted to scam in order to stop scamming. I told him that hacking is not the answer is worst than scamming. He didn't like that so... he said I was going to be the first he hacks. Thats what I get for trying to be the good guy...
