Gimp works fine and it is free, it's a little complicated if you never used it before and so is Photoshop because of all the things you can do with them. Well I use gimp and to make a banner right after you open gimp go to the "file" drop down menu, click "new" and then choose a template and do it a web banner common or a web banner huge, after that you got your banner template. To make the edges round go to the drop down menu that says "filters" go to "decor" and press "round corners" and mess around with the radius until you get what you want. after you do that the background will still show so in the layers remove background #1 ( right click on it in the other window of layers and choose delete layer) there you have it you got a blank round edged template. then obviously fill it in with the stuff you want to fill in. Hope you managed ^.^

oh alright i get you now, you can use the free select tool the one that looks like a lasso, and that will allow you to select what you want freely and then after you seelected just hit ctrl + x or right click and cut, that will cut out what you want, if you want to crop out circularly just use the ellipse select tool ( the one with the circle, next to the square) and do a circle around what you want to cut/crop out, when your done simply hit ctrl x and paste it where you want, and drag it etc. i do not know how to do a cornered rectangle with gimp though sorry.
